    Clifford Raymond Fulker was born to Hibbard John Fulker (1890 - 1965) and Olive Lucille Friedly (1889 - 1951). His father was born in Kansas and so was his mother. He had one brother, Lawrence Robert Fulker (1919 - 2015). Clifford Fulker married Dorothy "Dot" May Vidmore (1920 - 2001) on November 9, 1945 in Bellingham, Washington. They had two daughters, Cheri and Connie. Clifford served in the United States Navy from 1942 through 1962, having been a veteran of World War II.

In 1921, in the year that Clifford R Fulker was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
