Cyril Samuel George Cooke of Geelong Australia was born in 1884 in Geelong to Jonathan George Cooke and Ann Whittington Cook. He had siblings Ada Edith Cook, Andrew James Cooke, Walter Mark Cook, Emily Mary Eliza Cook, Hilda Maria Sara Cook, Andrew James Cooke, and Horace Charles John Cooke. He married Florence Louisa (Gugger) Cook in 1916, and had children Clifford John Cook, Lindsay William Cook, and Gwenda Winsome Cook. Cyril Cooke died at age 60 years old in 1944 in Geelong.

In 1884, in the year that Cyril Samuel George Cooke was born, on May 1st, the Federation of Organized Trades and Labor Unions - a US association - first resolved that "eight hours shall constitute a legal day's labour from and after May 1, 1886, and that we recommend to labour organisations throughout this jurisdiction that they so direct their laws as to conform to this resolution by the time named." Previously, workdays would consist of 10 to 16 hours a day - 6 days a week. It would take years before the 8 hour workday became common practice - and longer before it became a law.

In 1891, when he was only 7 years old, from March 9th through the 12th, a blizzard hit the south and west of England. Called the Great Blizzard of 1891, it led to snow drifts of up to 15 feet and killed 200 people and 6,000 animals. Fourteen ships sank.
