Groff was born, on January 31st, the Thirteenth Amendment to the United States Constitution was narrowly passed by the House (it was passed by the Senate over nine months earlier). The 13th Amendment outlawed slavery and involuntary servitude - the exception being for punishment for a crime.

In 1874, he was just 9 years old when on November 4th, the Democratic Party regained control of the US House of Representatives - the first time since 1860. The Democrats now held 183 seats - up 94 - and the Republicans held 106 - down 93.
