    Dayton Paul Rocap was born on November 22, 1912 in Oregon to parents Dayton C. Rocap (1861-1914) and Margaret "Maggie" Dixon/Dickson Rocap (1877-1921). He had a sister Thelma Rocap and lived in Portland, Multnomah, Oregon. Dayton enlisted on March 7, 1942 in Fort Lewis Washington and served in the military from March 7, 1942 until December 21, 1945. On June 3, 1943 he married Elizabeth May Lewis (1917-1982) in Highlands, Florida, USA. The couple lived in Miami and had children Frank Harvey (1954-2005) and Linda May Rocap (1955-1956). The couple divorced in February of 1966. He then married Patia Jo Matheson on August 9, 1992 in Washoe, Nevada.

It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
