Debra Downs of Spokane Valley, Spokane County, Washington was born on December 9, 1954 in Washington, District of Columbia County, District Of Columbia United States to Charlene Rae (Kosanke) Downs and Alphonsus Downs. Debra Downs had a sibling Ruschelle Kosanke. She married Douglas G Rankin, and they had children Alison Rankin, Katierae Rankin, Autumn Rankin, and Gregory Rankin.
