In 1916, in the year that Delmar E Watt was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1958, when he was 42 years old, on January 1st, the European Economic Community (Common Market) came into operation. The first members were France, West Germany, Italy, the Netherlands, Belgium, and Luxembourg. The Common Market was formed as a way to strengthen members' economies and deter wars in Europe.

In 1969, when he was 53 years old, one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.

In 1981, he was 65 years old when on August 1st, MTV debuted. It was the first music video TV channel. The first music video played was the Buggles' "Video Killed the Radio Star" - the second was Pat Benatar's "You Better Run".

In 1997, in the year of Delmar E Watt's passing, on July 1st, Hong Kong was returned to China. In 1898, Great Britain was awarded Hong Kong for 99 years. In a subsequent agreement, China agreed to allow Hong Kong to remain capitalist. So the handing over of the area ended British rule but did not change the economic system of Hong Kong.
