In 1920, in the year that Dewey Otis Chapman Jr was born, the National Football League, first called the American Professional Football Association, was created. College football was more popular than pro football and rising player salaries were bankrupting league owners. In response, owners created the NFL, using the pro baseball association as a model. Eleven teams were formed: the Akron Pros, Canton Bulldogs, Cleveland Indians, Dayton Triangles, Decatur Staleys, Hammond Pros, Massillon Tigers, Muncie Flyers, Racine Cardinals, Rochester Jeffersons and Rock Island Independents.

In 1944, by the time he was 24 years old, on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.
