In 1935, in the year that Donald Dwayne Rubin was born, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1959, when he was 24 years old, on January 3rd, Alaska became the 49th state of the United States and the first state not a part of the contiguous United States. The flag was changed to display 49 stars.

In 1968, Donald was 33 years old when on June 5th, Sen. Robert F. Kennedy was shot at the Ambassador Hotel in Los Angeles by Sirhan after celebrating his win in the California presidential primary. He died the next day at Good Samaritan Hospital.

In 1971, at the age of 36 years old, Donald was alive when on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.

In 1983, Donald was 48 years old when "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.
