In 1940, in the year that Donald R Figgins was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

In 1969, by the time he was 29 years old, one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.

In 1972, when he was 32 years old, on September 5th, the Palestinian terrorist group Black September, with the assistance of German neo-nazis, kidnapped and killed 11 Israeli athletes at the Olympic Games in Munich. The attackers crept into the Olympic Village and abducted the athletes while they were sleeping. A German policeman was also killed.

In 1987, when he was 47 years old, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).

In 1990, by the time he was 50 years old, on April 24th, the Hubble telescope was launched into space after long delays due to the Challenger explosion. An optical flaw was found within weeks of launch but was fixed within three years. The discoveries made possible by the Hubble have contributed to scientists' understanding of the universe.
