In 1935, in the year that Donald R Lucas was born, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1957, by the time he was 22 years old, on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1967, he was 32 years old when on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

In 1977, Donald was 42 years old when on January 20th, Jimmy Carter became the 39th President of the United States. Running against incumbent Gerald Ford, he won 50.1% of the popular vote to Ford's 48.0%. He was elected to only one term.

In 1993, by the time he was 58 years old, on January 20th, William J. Clinton became the 42nd President of the United States. He beat incumbent George H.W. Bush who was seeking his second term. Clinton won 43.01% of the popular vote to Bush's 37.45%. An independent candidate, Ross Perot, won 18.91% - the most votes for an independent candidate since Teddy Roosevelt's run for President in 1912.
