    HUNTSVILLE, Alabama -- Funeral arrangements have been scheduled for Don Mincher, the former major league player and Southern League president. The family will receive visitors at Mayfair Church of Christ on Tuesday from 5 p.m. until 8. Funeral services are Wednesday at 1 p.m. at the church, with Gary Bradley and Jason Bybee officiating. The church address is 1095 Carl T. Jones Drive. In lieu of flowers, the family asks that donations be made to the Mayfair Church of Christ building fund, Nate's Giving Fund at www.natesgivingfund.com or St. Jude's Children's Research Hospital. Mincher, 73, died Sunday at his Huntsville home after a long illness. He played 13 seasons in the American League and was twice named to the American League All-Star team and twice played in the World Series. After his retirement from the game, he operated Don Mincher's All Sports Trophies before becoming general manager of the Huntsville Stars in 1985. He served the team in various capacities, eventually leading a group of local investors to buy the team in 1994. He became Southern League president in 2000 until his retirement in 2011, at which point the league named him President-Emeritus. He was selected "King of Baseball," Minor League Baseball's highest honor, in 2010. He is survived by his wife of 56 years, Patsy Ann Payne Mincher, children and their spouses Mark (Nancy) Mincher, Donna (Gary) Hopper and Lori (Doug) Lumpkin. He is also survived by six grandchildren and three great-grandchildren.

In 1938, in the year that Donald Ray "Don" Mincher was born, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
