In 1913, in the year that Dow R Haan was born, Woodrow Wilson became the 28th President of the United States in March. Previously the Governor of New Jersey and President of Princeton University, he was the first Southerner to serve as President since Zachary Taylor, over 60 years previous. A Democrat, he led the U.S. during World War I and championed the League of Nations.

In 1929, at the age of 16 years old, Dow was alive when American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
