In 1921, in the year that Edith C Owens was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1942, by the time she was 21 years old, from January 7th through April 9th, the Battle of Bataan was fought in the Philippines. At the end of the battle, the U.S. and Filipino forces surrendered and a three-year occupation of the Philippines by Japan began. Between 60,000 and 80,000 American and Filipino soldiers surrendered and were marched around 60 to 69 miles - most were beaten, abused, or killed. Named the Bataan Death March, it was later declared to be a war crime.
