    Edith Elizabeth (Lowery) Predum was born to John Franklin Lowery (1879 - 1949) and Sallie May Rainsburg (1883 - 1931). She had siblings Clarence B. Lowery (born 1905), Roy E. Lowery (born 1907), and Helen Lowery (born 1917). Edith E. Lowery married Henry D. Predum (1906 - 1974) on October 22, 1928, in Otsego, Michigan. They had six children, four boys and two girls, Adelia (1929 -2009), Treva Elaine (1931 - 2022), Russell (1933 - 2019), Michael J. (1941 - 2020), Olive R. (1944 - 2004), and Clare D. (1949 - 2020).

Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose".
