Edward Richard Salter of Ballarat Australia was born in 1906 to Mary Elizabeth (Knipe) Salter and Richard Salter. He had siblings Ruby Elizabeth Triance Salter, Edward Richard George Salter, Charles Henry Salter, Ruby Elizabeth Salter, Charles Henry Salter, Herbert Triant Salter, and William John Salter. Edward Salter died at age 16 years old in 1922 in Ballarat.

In 1906, in the year that Edward Richard Salter was born, Finland became the first European country to give women the vote and to allow them to run for political office. (Women in Australia and New Zealand already had that right but couldn't run for office.) Although Finland belonged to the Russian Empire, there was great unrest and the Tsar wanted to broker a quick peace. As a part of the brokered peace, women got the vote.

In 1910, Edward was merely 4 years old when Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".
