In 1913, in the year that Edward William Cay was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1923, by the time he was just 10 years old, on August 2nd, Calvin Coolidge was sworn in as the 30th President of the United States due to the sudden death of Warren G. Harding. After the scandals of the Harding presidency, Coolidge restored public confidence and was very popular. He won the Presidential election in 1924 but declined to run again in 1928.
