In 1916, in the year that Eladio Cardona was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1937, by the time he was 21 years old, on May 28th, the San Francisco Golden Gate Bridge opened to cars. Taking 5 years to build, the 4,200-foot-long suspension bridge was an engineering marvel of its time - 11 men died during construction. The "international orange" color was chosen because it resisted rust and fading. To the present, it is the symbol of the City that is known throughout the world.
