In 1924, in the year that Elaine R Kafka was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1931, at the age of just 7 years old, Elaine was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.
