Timeline

1938 - In the year that Elbert Smith was born, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1965 - When he was 27 years old, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.

1988 - By the time he was 50 years old, on December 16th, 1988 the popular film Rain Man was released. Featuring Dustin Hoffman and Tom Cruise. this film brought attention to autistic savants and was based on the "megasavant" Laurence Kim Peek. The film would later go to win four Oscars including Best Picture, Best Original Screenplay, Best Director and Best Actor in a Leading Role.

1990 - At the age of 52 years old, Elbert was alive when on April 24th, the Hubble telescope was launched into space after long delays due to the Challenger explosion. An optical flaw was found within weeks of launch but was fixed within three years. The discoveries made possible by the Hubble have contributed to scientists' understanding of the universe.

1991 - In the year of Elbert Smith's passing, on November 7th, legendary basketball player Magic Johnson announced that he had HIV. In 1991, the public was confused about the difference between HIV and AIDS (HIV is a virus that can lead to AIDS) and there was little treatment for either. Most thought that Johnson would die within a year or so. Also, the transmission of AIDS wasn't understood so he had to retire from basketball. Magic Johnson is still alive and well.
