In 1882, in the year that Ella Ripley was born, on March 22nd, the Edmunds Act - passed by Congress - made polygamy a felony. The Act also banned "bigamous" relationships and "unlawful cohabitation", making it illegal for polygamists and those who simply lived together without marrying to vote, be on a jury, or hold a public office.

In 1899, at the age of 17 years old, Ella was alive when on February 14th, the first voting machines were approved by Congress for use in federal elections. Several states were already using voting machines in their elections and the Federal government was finally convinced of their safety and accuracy.
