Elmer Edwin Ludwig was born on October 22, 1886 in Franklin, Indiana United States to Edwin Elmer Ludwig and Mary Margaret Martha (McCarty) Ludwig, and had siblings Lavaunne Gertrude (Ludwig) Killian, Charles Blount Ludwig, Edith Margaret (Ludwig) Barber, Earle Stafford Ludwig, Lenora Pearl (Ludwig) Arnold, and Arthur Leslie Ludwig. He married Jessie Edith (Glass) Ludwig on February 19, 1910 in Tipton USA, and they were married until Elmer's death on December 3, 1953. Elmer Ludwig had a child Thelma Ruth (Ludwig) Webster.

In 1886, in the year that Elmer Edwin Ludwig was born, on June 13th, the "Great Vancouver Fire" destroyed most of Vancouver, British Columbia. A small brush fire got out of control and spread to the rest of the city. Dozens of people died and it was only after the fire that money was raised for a fire hall. The local Squamish tribe rescued people who had jumped into bodies of water to escape the conflagration.

In 1905, when he was 19 years old, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. The group was the precursor to the NAACP.
