In 1902, in the year that Elmer Esplen was born, the first Rose Bowl game was played in Pasadena, California. Called the "Tournament East–West football game" at the time, the Michigan Wolverines (East) played the Stanford Indians (West) - the Wolverines won 49 - 0. (The Stanford captain requested an end to the game with 8 minutes remaining.) The Tournament of Roses Parade began in 1890 and the football game began as a way to boost tourism in the area.

In 1921, at the age of 19 years old, Elmer was alive when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
