In 1922, in the year that Elmer J Welte was born, on December 6th, the Irish Free State, a self-governing dominion of the British Empire, was officially proclaimed. While establishing some independence for the people of Ireland, it did not create a fully independent Ireland and the fighting continued.

In 1941, he was 19 years old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

In 1953, at the age of 31 years old, Elmer was alive when on January 20th, Dwight D. Eisenhower became the 34th President of the United States. Formerly the 1st Supreme Allied Commander Europe in World War II, Eisenhower had never previously held a political office.

In 1983, he was 61 years old when on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.

In 1999, by the time he was 77 years old, on January 1st, the Euro became the new official single currency of the eurozone. It was used by Austria, Belgium, Cyprus, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Portugal, Slovakia, Slovenia, and Spain and has since spread in use. Daily, over 337 million Europeans use the euro.
