In 1913, in the year that Elmer Loock was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1923, Elmer was only 10 years old when on September 1, an earthquake - the Great Kanto earthquake - destroyed one-third of Tokyo. Measuring 7.9 and with a reported duration of between 4 and 10 minutes, casualties totaled about 142,800 deaths, including about 40,000 who went missing and were presumed dead.

In 1941, at the age of 28 years old, Elmer was alive when on December 7th, the Japanese attacked the military base at Pearl Harbor, Hawaii. The surprise aerial attack damaged 8 U.S. battleships (6 later returned to service), including the USS Arizona, and destroyed 188 aircraft. 2,402 American citizens died and 1,178 wounded were wounded. On December 8th, the U.S. declared war on Japan and on December 11th, Germany and Italy (allies of Japan) declared war on the United States. World War II was in full swing.

In 1957, when he was 44 years old, on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1983, in the year of Elmer Loock's passing, physicist Sally K. Ride, 32, became the first US woman astronaut in space as a crew member aboard space shuttle Challenger on June 18th. She was also the youngest (32) astronaut to go into space. Soviet cosmonaut Valentina Tereshkova was the first woman in space in 1963.
