In 1929, in the year that Elmer R Harrison was born, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

In 1945, by the time he was 16 years old, on April 12th, President Roosevelt died of natural causes and Harry S. Truman, his Vice-President, became the 33rd President of the United States.

In 1952, Elmer was 23 years old when on February 6th, George VI of England died from a coronary thrombosis and complications due to lung cancer. His eldest daughter, age 25, immediately ascended the throne as Elizabeth II and her coronation was on June 2 1953.

In 1967, Elmer was 38 years old when on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

In 1984, he was 55 years old when due to outrage about "Indiana Jones and the Temple of Doom" (it seemed too "dark" to many and it was rated PG), a new rating was devised - PG-13. The first film rated PG-13 was "Red Dawn".
