He was married to Eulene Herdeg Forrest on November 15, and they were together until Eulene's death in 1994. He had children Anita Fern (Forrest) Stallard, Marty Elton Forrest, and Kenneth Dale Forrest. Elton Forrest died at age 71 years old on February 26, 1999.

In 1935, at the age of merely 8 years old, Elton was alive when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
