Elva Beatrice Pellegrini was born to Stanislao Ercole "Harry" Pellegrini (1883 - 1960) and Maria "Mary" Clara Artese (1884 - 1983). Both parents were born in Italy. She had siblings Anna M., Anthony, and Edythe Pellegrini. Elva Beatrice “Bea” Pellegrini married Edward Francis Bugey (1911 - 1986) in 1934, in Philadelphia, Pennsylvania. They had children Richard (1938 - 1970) and Carol Bugey. When "Bea" died, she was survived by four grandchildren. See Elva Bugey: Obituary.

Born in Pennsylvania and living there through her 30s, Bea later lived in Darby and Folcroft, Maryland, as well as Baltimore, Maryland, in her 40s. She stayed in Baltimore County until she died.

She was a member of Saint George's Church and BVM (The Sisters of Charity of the Blessed Virgin Mary).

Bea was never a member of the military.

Elva "Bea" married Edward Bugey and they had a son, Richard, and a daughter, Carol. She also raised a granddaughter, Debbie, and had three other grandchildren when she died.

Mrs. Bugey was a member of BVM Darby and St. George's Church in Glenolden. She loved playing bingo and visiting casinos in Atlantic City. She was a Phillies and Eagles fan. She was the widow of Edward Bugey and the mother of the late Richard Bugey. Survivors: Daughter, Carol Campbell of Baltimore; granddaughter whom she reared, Debbie Swaygim of Bootheyn, upper Chichester; three grandchildren.
