In 1901, in the year that Emile Melanson was born, shortly after beginning his second term, President McKinley was assassinated by the self proclaimed anarchist Leon Czolgosz. The last President to have served in the Civil War - he began as a private and ended the war as a brevet major - McKinley was a Republican. First elected in 1896, he was re-elected in 1900. Six months after the swearing in, McKinley was shot - and died of the gangrene that set in as a result.

In 1910, at the age of merely 9 years old, Emile was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
