Emma Gertrude Bulling of Australia was born in 1868 to Thomas Bulling and Frances Maria (Jones) Bulling. She had siblings Hannah Fran Bulling, Florence Clara E Bulling, Frances Emily Bulling, Tom Oswald Bulling, Emma Gertrude Bulling, Herbert James Bulling, Hanah Frances Bulling, and Arthur John Bulling. Emma Bulling died at age 7 years old in 1875.

In 1868, in the year that Emma Gertrude Bulling was born, on July 9th, The Fourteenth Amendment to the US Constitution was ratified. The Fourteenth Amendment guaranteed African Americans full citizenship and equal protection under the law. It also gave all persons in the United States due process of law. The former Confederate states hotly contested the amendment but were forced to go along so that they could regain representation in Congress

In 1873, Emma was merely 5 years old when on March 3rd, the U.S. Congress enacted the Comstock Law. The law made it illegal to send any "obscene, lewd, or lascivious" material through the U.S. mail. This included erotica, contraceptives, sex toys, abortifacients, information about these items, and "personal letters alluding to any sexual content or information".
