Emma Louisa (Fegent) Nippard of Foster, South Gippsland Shire County, VIC Australia was born on May 17, 1861 in Millbrook, Moorabool Shire County to Thomas Fegent and Hannah Grantham Fegent. She had siblings Matilda Eliza (Fegent) Lee, Charles Henry Fegent, Dinah Ellen Fegent, Maria Martha (Fegent) Cooper, and Thomas George Fegent. She married Thomas Nippard in 1888, and had children Elsie Nippard and William Nippard. Emma Nippard died at age 30 years old on March 15, 1892 in Foster, South Gippsland Shire County.

In 1861, in the year that Emma Louisa (Fegent) Nippard was born, on August 5th, in order to help pay for the Civil War, the Federal government instituted the first income tax in the United States. The Revenue Act of 1861 was rescinded in 1862 but from 1861 through 1862, a flat tax was charged - 3% - on all income over $800, which included only 3% of households. In 1862, a broader tax was enacted.
