In 1907, in the year that Ernest Boyer was born, the second Hague peace conference was called by Russia in the Netherlands. While nothing was settled regarding the matter of peace among nations, many resolutions were passed (and accepted by many nations) about the conventions of war - especially the protection of noncombatants.

In 1916, Ernest was merely 9 years old when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1962, at the age of 55 years old, Ernest was alive when lasting from October 16th - 28th, the Cuban Missile Crisis was the closest that the United States and the Soviet Union came to nuclear war. The Soviet Union had been installing a nuclear missile base in Cuba. The United States established a blockade to stop the base from being completed. Through secret negotiations, war was averted: the Soviet Union agreed to dismantle their weapons in Cuba and the United States agreed to never invade Cuba and to dismantle weapons in Turkey and Italy.

In 1970, at the age of 63 years old, Ernest was alive when on April 10th, Paul McCartney announced that he was leaving the Beatles. (John Lennon had previously told the band that he was leaving but hadn't publicly announced it.) By the end of the year, each Beatle had his own album.

In 1987, in the year of Ernest Boyer's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
