In 1913, in the year that Ernest N Carmouche was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1925, he was merely 12 years old when gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".

In 1951, at the age of 38 years old, Ernest was alive when on June 25th, CBS began broadcasting in color. There were well over 10 million televisions by that time. The first show in color was a musical variety special titled "Premiere". Hardly anyone had a color TV that could see the show.

In 1967, when he was 54 years old, on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

In 1973, in the year of Ernest N Carmouche's passing, on August 15th, amidst rising calls for the impeachment of President Richard Nixon, Congress imposed an end to the bombing of Cambodia.
