In 1924, in the year that Eugene J Nowak was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1941, at the age of 17 years old, Eugene was alive when on December 7th, the Japanese attacked the military base at Pearl Harbor, Hawaii. The surprise aerial attack damaged 8 U.S. battleships (6 later returned to service), including the USS Arizona, and destroyed 188 aircraft. 2,402 American citizens died and 1,178 wounded were wounded. On December 8th, the U.S. declared war on Japan and on December 11th, Germany and Italy (allies of Japan) declared war on the United States. World War II was in full swing.
