In 1908, in the year that Eugene Rouke was born, the Federal Bureau of Investigation was established as the domestic intelligence and security service of the United States; it simultaneously served as the nation's prime federal law enforcement agency. Stanley Finch was the first Chief (now called Director).

In 1923, he was merely 15 years old when Harlem's Cotton Club opened in New York City. Owned by a bootlegger and gangster, it was a 700 seat speakeasy that catered to a "white only" clientele. But most of the entertainers were African-American and featured some of the best entertainers of the time such as Lena Horne, the Nicholas Brothers, Ethel Waters, and Cab Calloway.

In 1933, when he was 25 years old, on March 4th, Franklin Delano Roosevelt became the 32nd President of the United States. He was elected four times (equaled by no other President) and guided the United States through the Great Depression, the Dust Bowl, and World War 2. His wife was his cousin Eleanor Roosevelt (Teddy Roosevelt's niece) who President Truman called "First Lady of the World". Some of the major programs that survive from his presidency are the Securities and Exchange Commission, the Wagner Act (The National Labor Relations Act of 1935) , the Federal Deposit Insurance Corporation and Social Security.

In 1949, Eugene was 41 years old when on April 4th, NATO (the North Atlantic Treaty Organization) was established. Twelve nations originally signed the North Atlantic Treaty - the United States, Great Britain, France, Belgium, the Netherlands, Denmark, Italy, Luxembourg, Norway, Iceland, Canada, and Portugal. Greece, Turkey, and West Germany later joined. Today, there are 26 nations in NATO.

In 1977, in the year of Eugene Rouke's passing, on May 25th, Star Wars premiered in theaters. Eventually, it became the highest-grossing film of all time - until E.T. surpassed it a few years later. It was an immediate hit with theatergoers.
