In 1920, in the year that Eugene Stanley Eisenscher was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1946, at the age of 26 years old, Eugene was alive when pediatrician Dr. Benjamin Spock's book "The Common Sense Book of Baby and Child Care" was published. It sold half a million copies in the first six months. Aside from the Bible, it became the best selling book of the 20th century. A generation of Baby Boomers were raised by the advice of Dr. Spock.
