Fay Mills, Jr. was a male child, born October 15, 1929 to Benjamin Fay Mills senior and Ruth Millheim (Stevens) Mills. He married Mary Louise Underhill in 1951. Most of his life he lived in Beloit Wisconsin, where he fathered four children: Christine Louise, Bruce Allen, Benjamin Fay and Julie Ann. Fay's father's background is still being sought, but it is postulated that he was English and French. Fay Senior had an olive complection and dark hair. Fay followed these characteristics. His mother, Ruth Milheim Stevens was 1/2 Swiss, her mother having come from Bern, Switzerland.

Fay attended grammar school at Hacket School in Beloit, Wisconsin, Junior High School at Lincoln Junior High, and Beloit High School.

As a teenager, he worked with his father, Benjamin Fay Mills, Sr. as a cement contractor. During his senior year of high school he began working at Leath Furniture Store in Beloit. Using money he'd been saving, he bought his own car. Fay attended Second Congregational Church on Bluff Street, where he and his girlfriend, Mary Louise Underhill were part of the youth group, then called Pilgrim Fellowship.

In his 20s, Fay began working for the Beloit Iron Works, where paper-making machines were designed and manufactured, starting in the foundary, and then on the erecting floor. Highly respected, smart and found to be of high character by those for whom he worked, soon he was promoted into some managerial positions. Sales was one of his strong points, though he also showed strong abilities in engineering knowledge. He travelled to Canada and various paper manufacturing locations in Europe, sometimes to service the paper-making machines, and later as a sales rep for the Iron Works (Later known as Beloit Corporation.)
