1916 - 1978 World Events

In 1916, in the year that Frances Helfand was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1922, she was just 6 years old when from October 22nd - 29th, 3,000 men of Benito Mussolini's National Fascist Party marched on Rome. (Mussolini waited in Milan, he did not participate in the March.) The day after the March Mussolini went to Rome and the King of Italy handed over power to Mussolini, in part because he was supported by the military, the business class, and the right-wing factions of Italy.

In 1937, at the age of 21 years old, Frances was alive when on May 28th, the San Francisco Golden Gate Bridge opened to cars. Taking 5 years to build, the 4,200-foot-long suspension bridge was an engineering marvel of its time - 11 men died during construction. The "international orange" color was chosen because it resisted rust and fading. To the present, it is the symbol of the City that is known throughout the world.

In 1954, by the time she was 38 years old, from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

In 1978, in the year of Frances Helfand's passing, on July 25th, Louise Brown, the first "test-tube baby", was born at Oldham Hospital in London. Louise was conceived through IVF (in vitro fertilization), a controversial and experimental procedure at the time.
