Francis David Teagle of Sandringham Australia was born in 1903 in Sandringham, City of Bayside County, VIC to Margaret Rose Crenny and John Thomas Teagle. He had siblings Albert Edward Teagle, Louisa Helen Teagle, Clifford Joseph Teagle, Reta Agnes Teagle, Margaret Rose Teagle, Violet Amelda Teagle, Edna May Teagle, James Michael Teagle, Mary Elizabeth Purcell, Rita Agnes Mclaughlin, Ernest Thomas Teagle, Leslie John Teagle, Margaret Rose Fielding, and William George Teagle. He married Myrtle Alice Hawkes in 1931, and had a child Fran David Teagle. Francis Teagle died at age 54 years old on August 16, 1958 in Springvale, City of Greater Dandenong County.

In 1910, when he was only 7 years old, Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".
