He had siblings Ida Mary Fudge, Charlotte Edna Fudge, and Henry Joseph Fudge. Francis Fudge married Muriel Grace Dunn in 1928, and died at age 72 years old in 1976 in Ballarat, City of Ballarat County.

It also allowed the government to stockpile, in advance, materiel to be used in wartime.
