In 1875, in the year that Francis Walker was born, on March 1st, Congress passed the Civil Rights Act. The Act prohibited racial discrimination in both public accommodations and jury duty. Opposed by the public, the "public accommodations" sections of the Act were overturned by the Supreme Court eight years later.

In 1915, when he was 40 years old, in April, the Ottoman Empire rounded up, arrested, and deported 235 to 270 Armenian intellectuals and community leaders in Turkey. As their actions continued through the next several years, an estimated 600,000 to 1 million Armenians were killed by Turkish soldiers.
