In 1910, in the year that Francisco Cintron-Roma was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1920, at the age of merely 10 years old, Francisco was alive when in September, a bomb exploded in the J.P. Morgan bank building in New York City, killing 30 people immediately - 8 later died due to their injuries - and injuring another 200. Killing more people than the 1910 bombing of the LA Times (the deadliest terrorist act up until then), no one took responsibility and the perpetrators were never found. Italian anarchists were suspected of the bombing.
