In 1874, in the year that Frank Bayley was born, on November 4th, the Democratic Party regained control of the US House of Representatives - the first time since 1860. The Democrats now held 183 seats - up 94 - and the Republicans held 106 - down 93.

In 1886, at the age of merely 12 years old, Frank was alive when on October 28th, President Grover Cleveland officially dedicated the Statue of Liberty. A gift from France, the base for the statue had been built using donations from the American public. The unplanned but enthusiastic celebration after the dedication led to the first ticker tape parade.

In 1898, Frank was 24 years old when magnate and philanthropist John D. Rockefeller's Standard Oil Company controlled 84% of the oil and pipelines in the United States. Rockefeller grew Standard Oil through the merger of several other small oil companies throughout the U.S., creating a monopoly.

In 1935, when he was 61 years old, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1963, in the year of Frank Bayley's passing, the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. Keeler was also involved with the Soviet naval attaché and charges of espionage were feared. No proof of spying was ever found.
