In 1923, in the year that Frank O Arbogast was born, the A.C. Nielsen Company was founded in Chicago. It provided an audience measurement system that could provide radio station owners with information on their listeners and the popularity of their shows. Later, the Nielsen company became the basis for the fate of television programs.

In 1930, by the time he was only 7 years old, as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.

In 1950, he was 27 years old when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.

In 1961, by the time he was 38 years old, on August 13th, East Germany began erection of what would become the Berlin Wall between East and West Berlin. In one day, they installed barbed wire entanglements and fences (called Barbed Wire Sunday in Germany). On August 17th, the first concrete elements and large blocks were put in place.

In 1971, at the age of 48 years old, Frank was alive when in March, Intel shipped the first microprocessor to Busicom, a Japanese manufacturer of calculators. The microprocessor has since allowed computers to become smaller and faster, leading to smaller and more versatile handheld devices, home computers, and supercomputers.
