In 1907, in the year that Frank R Shinzato was born, the second Hague peace conference was called by Russia in the Netherlands. While nothing was settled regarding the matter of peace among nations, many resolutions were passed (and accepted by many nations) about the conventions of war - especially the protection of noncombatants.

In 1926, he was 19 years old when on November 15th, NBC was founded. It was the U.S.'s first major broadcast network. Ownership of the network was split between RCA (a majority partner at 50%), its founding corporate parent General Electric (which owned 30%), and Westinghouse (which owned the remaining 20%).

In 1938, at the age of 31 years old, Frank was alive when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

In 1957, when he was 50 years old, on October 4th, the Soviet Union launched Sputnik I, the first man made earth-orbiting satellite - and triggered the Space Race. Sputnik I was only 23 inches in diameter and had no tracking equipment, only 4 antennas, but it had a big impact.

In 1988, in the year of Frank R Shinzato's passing, on December 16th, 1988 the popular film Rain Man was released. Featuring Dustin Hoffman and Tom Cruise. this film brought attention to autistic savants and was based on the "megasavant" Laurence Kim Peek. The film would later go to win four Oscars including Best Picture, Best Original Screenplay, Best Director and Best Actor in a Leading Role.
