In 1904, in the year that Frank Ragland was born, the Russo-Japanese war began. The Russian Empire and the Japanese Empire began fighting over the territories of Manchuria and Korea. Russia wanted a warm water port on the Pacific Ocean while Japan feared growing encroachment from Russia into Asia. So the Japan fleet launched a surprise attack on the Russian Navy and a one year war began. President Roosevelt of the United States brokered peace between the two nations. It was the first time in the modern era that an Asian power showed its dominance over a European power.

In 1917, Frank was merely 13 years old when it is believed that a worldwide influenza pandemic began in Asia. By 1920, it is estimated that 50 - 100 million died throughout the world (3 - 5% of the population). In the U.S. alone, 500,000 perished from what came to be called the Spanish Flu or the 1918 flu.

In 1948, by the time he was 44 years old, on May 14th, the State of Israel was proclaimed by David Ben-Gurion, who became Israel's first Premier, and the U.S. officially recognized Israel. That evening, Egypt launched an air assault on Israel.

In 1955, Frank was 51 years old when in January, President Eisenhower sent direct aid to South Vietnam. In February, U.S. advisors were sent to train troops.

In 1987, in the year of Frank Ragland's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
