In 1896, in the year that Frank Ruby was born, on January 28th, the first ticket for speeding - called "furious driving" - was issued. Walter Arnold of Kent England was fined 1 shilling plus costs - for going 8 mph. The speed limit was 2 mph.

In 1913, Frank was 17 years old when the Philippine–American War ended for good in June. While the official end of the war was in 1902, fighting continued for several years. An estimated 200,000 to 250,000 total Filipino civilians died and although the U.S. viewed its role as a colonial presence as one of preparing the Philippines for independence, American colonization drastically changed the character off the culture. The Catholic Church was no longer the state religion and English became the primary language of the government.

In 1933, by the time he was 37 years old, on March 4th, Franklin Delano Roosevelt became the 32nd President of the United States. He was elected four times (equaled by no other President) and guided the United States through the Great Depression, the Dust Bowl, and World War 2. His wife was his cousin Eleanor Roosevelt (Teddy Roosevelt's niece) who President Truman called "First Lady of the World". Some of the major programs that survive from his presidency are the Securities and Exchange Commission, the Wagner Act (The National Labor Relations Act of 1935) , the Federal Deposit Insurance Corporation and Social Security.

In 1980, he was 84 years old when on December 8th, ex-Beatle John Lennon was shot and killed by Mark David Chapman in front of his home - the Dakota - in New York City. Chapman was found guilty of murder and still remains in jail.

In 1992, in the year of Frank Ruby's passing, on April 29th, riots began in Los Angeles after the "Rodney King" verdict was issued. Four LAPD officers had been accused of using excessive force (assault) on African-American Rodney King, who had been stopped for drunk driving. The beating had been videotaped. Their acquittal sparked a 6 day riot in Los Angeles.
