In 1940, at the age of 22 years old, Frank was alive when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

In 1953, Frank was 35 years old when on January 20th, Dwight D. Eisenhower became the 34th President of the United States. Formerly the 1st Supreme Allied Commander Europe in World War II, Eisenhower had never previously held a political office.

In 1969, Frank was 51 years old when on January 20th, Richard M. Nixon became the 37th President of the United States. Previously the Vice President to President Eisenhower, Nixon was the only President to resign in office - in his second term.

In 1973, Frank was 55 years old when on January 28th, the Paris Peace Accord was signed - supposedly ending the Vietnam War. Hostilities continued between North and South Vietnam and the U.S. continued to bomb. But by August 15, 1973, 95% of American troops had left Vietnam. The war ended in 1975 with the fall of Saigon.
