In 1921, in the year that Frederick S Dobson was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1939, by the time he was 18 years old, in May, Disney's Snow White and the Seven Dwarfs, the first full-length animated film, reached a total international gross of $6.5 million which made it (to then) the most successful sound film of all time. First released in December 1937, it was originally dubbed "Disney's Folly" but the premiere received a standing ovation from the audience. At the 11th Academy Awards in February 1939, Walt Disney won an Academy Honorary Award - a full-size Oscar statuette and seven miniature ones - for Snow White.
