George Daniel Halacy was born to Rose Agnes Farrell (1903-1982) and William Edward Halacy Sr on Jan 27, 1935 in Jersey City, Hudson, New Jersey, USA. The family moved to Norwalk, Fairfield, Connecticut, USA in 1940. His brother was William Edward Halacy Jr. On November 24, 1955 George was married at St Joseph Church in Norwalk, Connecticut to Antoinette Huot. He had two children.

George served as the best man at his brother, William Edward Halacy Jr's wedding on Sep 20, 1958 in Norwalk CT where William Jr. married Patricia Lloyd. He then served as best man again for the husband of his niece, Irene Desrosiers on Nov 27, 1965 in Biddeford Maine when she married Ernest Jennison Jr. On Nov 6, 1983 he was arrested for selling 3 beers to Roger Treadway, who was also arrested for buying, on a Sunday in Norwalk CT. That same day, his store was robbed by a man with a gun but luckily neither he nor the female employee was hurt.
