Harlon Cornelius Washburn was born on March 26, 1902 in Central Lake, Antrim County, Michigan United States to PEARL (TYLER) Washburn and George Frederick Washburn, and had siblings Otto Washburn, CHARLOTTE (WASHBURN) FLOWERS, LOUIS WASHBURN, LEWIS SHERIDON WASHBURN, AMOS GEORGE WASHBURN, FLOELLA ELIZABETH (WASHBURN) RICHARDSON, FRANKLIN WASHBURN, SANFORD EUGENE WASHBURN, HELEN (WASHBURN) RICHARDSON, CAPTOLA (WASHBURN) MOORE, and RUTH DOROTHY (WASHBURN) PETERSON. Harlon Washburn died at age 71 years old on January 30, 1974.

In 1902, in the year that HARLON CORNELIUS WASHBURN was born, the first Rose Bowl game was played in Pasadena, California. Called the "Tournament East–West football game" at the time, the Michigan Wolverines (East) played the Stanford Indians (West) - the Wolverines won 49 - 0. (The Stanford captain requested an end to the game with 8 minutes remaining.) The Tournament of Roses Parade began in 1890 and the football game began as a way to boost tourism in the area.
